Is there a limit on what your agency will put into your TSP? A federal employee asked exactly that at a Fed Pilot workshop, and the answer is worth knowing before your next pay period.

Here is what the rules say. Your agency or service puts in an automatic contribution equal to 1% of your basic pay, whether you contribute anything or not. On top of that, when you contribute 5% of your basic pay, your agency or service contributes an amount equal to 4% of your basic pay. Together with the automatic 1%, that is a total of 5% from your agency. You can contribute more than 5%, and many people do, but your agency only matches the first 5% you contribute.

Jalynne, a retired federal employee, says she spent years contributing under 5% without realising what that left on the table. She raised her contribution the next pay period, and every year she worked after that carried the full agency match.

This is one of the questions that comes up at nearly every Fed Pilot workshop, usually from someone who has been contributing steadily for a decade and has never had the match structure laid out in plain language.

Lindsay, an NPS employee, came into a Fed Pilot workshop already having done the work. She had a plan. What she wanted was to find out whether it was right.

"I already have a plan sort of in place, so my goal is to see if it's accurate." Then: "I'm going to verify my alternative plans for if me or my spouse dies."

That second one is the part most people put off. A federal retirement has survivor decisions built into it — the survivor annuity election made at retirement, FEGLI designations, TSP beneficiaries, and whether a surviving spouse keeps FEHB coverage, which under OPM's rules depends on a survivor annuity being in place. Those pieces are set at different times, on different forms, and nothing cross-checks them against each other. A plan can be sound on the income side and still leave a gap on the survivor side.

Having a plan and having a verified plan are not the same thing. Lindsay's instinct — go back and confirm it, including the version where things do not go as expected — is the one worth copying.

Once you have decided to retire, how far ahead do you need to start? A federal employee asked exactly that at a Fed Pilot workshop, and the answer is less about the form than most people expect.

Here is what the process actually requires. The lead time goes into verifying your service history and gathering the records that prove it. Your agency assembles the complete retirement application package and sends it to OPM, and OPM cannot begin its work until that complete package arrives. While the claim is being finished, retirees are paid interim payments rather than the full monthly benefit — OPM's own guidance notes most retirees receive their first full annuity check within 3 to 5 months of retiring.

Michelle, a federal employee, says she had a date in her head and a vague plan to file the paperwork near it, and had never asked what has to happen before that date. She started pulling her records that month instead of waiting.

The date is the easy part. Everything that feeds it is where the time goes.

"Don't wait until you are ready to retire."

That is what Pat, a FEMA employee, said he would tell his coworkers after sitting through a Fed Pilot workshop. His reasoning was plain: there are many things you can do years before retirement that will have major consequences on your retirement.

Most of the federal retirement decisions that matter are not made in the final month. They are made in the years before it. Service that was never credited. A survivor election nobody walked you through. A beneficiary form filled out in a different decade. Part-time or temporary service that counts differently than people assume. Each of those can be looked into now, while there is still room to correct a record or change a choice.

Pat left the workshop with two items on his own list: download every personnel and payroll document he has, and request a Certified Summary of Federal Service. That summary is the service record OPM works from when it calculates an annuity. Reading it years ahead is a very different exercise from discovering a gap in it weeks before a retirement date.

Can you use your sick leave balance to get you up to the 20 years of service? A federal employee asked exactly that at a Fed Pilot workshop, and the answer catches a lot of people by surprise.

Here is what the rules say. Unused sick leave under FERS is added to your total creditable service for annuity computation purposes only. It cannot be used in computing your high-3 average salary, and it cannot be used to meet the minimum length of service for retirement eligibility. In plain terms: it can raise the check, but it cannot move the date.

Patrick, a federal employee, says he had a large balance saved up and had assumed for years that it counted toward everything. He walked out of the workshop knowing exactly which number actually gets him to the door.

This is one of the most common mix-ups we hear, usually from someone who has been banking sick leave carefully for a decade and has never had the two uses separated out in plain language.

Julia, an IHS employee, walked out of a Fed Pilot workshop planning to do two specific things: download her Social Security statement, and update her beneficiaries.

The Social Security statement is free and sits behind a my Social Security account at ssa.gov. It shows the earnings record Social Security has on file for you and the benefit estimate built from it. Earnings records do have gaps, and a gap you never look at is a gap that follows you into retirement. Beneficiary designations are the other half: the form on file is what controls, and it controls no matter what anyone assumed.

In her words: "This workshop had a lot of great information. It's so important to understand your retirement benefits so you can have the retirement you hope for."

That last part is the whole reason the free Fed Pilot workshop exists. FERS, CSRS, TSP, FEHB, FEGLI and Social Security are each written somewhere, and most federal employees never get a session where all of them are laid out side by side in plain language with time left over for questions.

No sales pitch and no individual advice — just what the rules say and where to look at your own numbers.

David, a CDC employee, left a Fed Pilot workshop with two items on his list: pull up his beneficiary forms, and take another look at how his TSP is allocated.

Those two tend to sit untouched the longest. A beneficiary designation is a form on file. It is not what a will says and not what feels obvious to the family, and it stays exactly as written until someone updates it. Plenty of federal employees last touched theirs the week they were hired. A TSP allocation chosen at 35 is still running at 55 unless it gets changed on purpose.

Neither one takes long to look at. Both decide where real money ends up.

Here is what David said about the session itself: "The workshop was fantastic and well worth the time. The presenters are knowledgeable and willing to assist and guide."

That is what the free Fed Pilot workshop is for — a plain walk through FERS, TSP, FEHB, FEGLI and Social Security, with room to ask the question you have been carrying around for a year. No sales pitch, no individual advice. Just how the rules are written and what they mean for someone nearing the end of a federal career.

Albert, a CISA employee, has a second reason to pay attention to federal retirement. His son just started with the government, and as Albert puts it, he needs to start learning about his retirement.

That reason is more common than it looks. A new federal hire is thirty-plus years out, which makes every retirement question feel like someone else's problem for later. But a lot of what compounds is front-loaded. Contribution rates, the elections made at the start, how service time gets credited — those are set early, often by default, and they quietly shape what the last few years of a career can look like.

Albert's own takeaway was simpler than that. He called it a great program with tons of information, and he is now starting to fill out the forms that were recommended. Not reading about them. Filling them out. That gap between understanding what a form is for and actually completing it is where federal retirement planning stalls most often.

If you have a form sitting half-finished, or a younger colleague who has not opened the subject at all, this is a reasonable week to change that.

Lori, a USDA employee, has a standing rule for the people who work for her: sit through a retirement session at least every two years, regardless of how close they are to retirement.

Her reasoning is the part worth borrowing. Federal benefits are not something you learn once. The rules move, your own situation moves, and the gap between what you assumed at 45 and what is actually true at 58 tends to be wider than anyone expects. Sitting in a session every couple of years is how you catch that drift while there is still time to do something about it.

What she is doing right now is ordinary and unglamorous. She is reviewing her benefits statement and gathering all of her benefit documents, and that includes her veteran and survivor benefits and downloading her Social Security statement. None of that is a decision. All of it has to exist before a decision is possible, and most people discover the paperwork gap at exactly the moment they are trying to move quickly.

If you have not looked at your own numbers in a couple of years, that is the takeaway here. Not a strategy. An inventory.
